Program Manager

Job Summary

The Program Manager is responsible for developing and implementing strategies and work plans to meet country-level program goals and objectives. The Program Manager works at the national level, oversees TUL’s programs’ planning and managing process, and provides technical guidance to the Programs team. S/He supervises and supports the work of staff and consultants and ensures that their work is aligned with TUL’s overall strategic goals. In addition, S/He will lead Tul’s program’s policy advocacy and community access efforts. Ensure the effectiveness of the program’s advocacy efforts, to help manage risk and reputation through an integrated approach, that engages senior government actors and other stakeholders to ensure an enabling environment that supports a positive and lasting impact on the health and well-being of communities, with a particular focus on maternal, newborn, child health, female sexual and reproductive health, and blood disorder management. S/He will work with various colleagues, to design and implement community engagement strategies to help build capacity, effectively execute programs, and advance TUL’s vision to improve related community efforts to achieve reproductive justice.

Leadership
o Lead Tul Foundation Policy visionary in consultation with the Country Director
o Build strong relationships with relevant stakeholders to support the country’s program implementation and scale-up.
o Participate in fundraising initiatives for new proposals.
o Lead overall donor reports preparations, documentation, and finalizations.
o Lead the team to design and develop quality project proposals to influence changes that are in line with strategic priorities while being responsive to donor requirements.
o Ensure Tul’s program maintains her Policy and Advocacy leadership within the Maternal Health space in Nigeria.
Financial and Risk Management
o Develop and manage Tul’s program budget in partnership with the Finance team.
o Monitor, review, and update work plans to ensure that they attain their objectives as cost-effectively and efficiently as possible.
o Ensure program plans comply with donor agreements and organizational policies.
o Ensure all project budgets are fully utilized to achieve donors’ program objectives Communications and Engagement
o Build and maintain meaningful working relationships with both government and key program stakeholders at all levels in order to strengthen opportunities for advocacy and higher program visibility.
o Oversee the development of engagement plans to allow Tul Foundation to influence as effectively as possible across the country.
o Contribute to communications plans, key messages, and communication materials, as needed, in
collaboration with the Communications team.
o Organise policy dialogues, maintain regular communication with stakeholders, and represent Tul Foundation externally as may be appropriate.
Technical Delivery
Program Planning, Management, and Implementation
o Lead development of annual work plans and ensure that agreed activities and targets are fully accomplished, meet expected technical and management quality standards, and are delivered on schedule and on budget.
o Lead Tul Foundation’s advocacy efforts from development to implementation, including producing issue based analysis, policy proposals, advocacy messages and strategies, and action alerts.
o Leads regular reviews to ensure program and strategic plan level results, with a focus on addressing challenges and problem solving.
o Ensure project implementation adheres to program strategy and remains technically sound.
o Ensure Tul Foundation contributes to government policy development and review for advocacy.
o Support the development of new proposals in coordination with various departments and relevant staff, including the creation of relevant and achievable indicators.
o Analyse data gathered and, propose alternative strategies for program implementation.
Program Learning and Reporting
o Work with the communication team to document and translate the Nigeria program implementation experiences for policymakers and other stakeholders.
o Identify critical gaps and opportunities in policy and community engagement practices where Tul Foundation programmatic approach can have a high impact and bring about progressive change.
o Ensure lessons learned are fed into country and strategy planning to improve programming quality.
o Ensure all program implementation experiences are documented for learning and disseminated to internal and external stakeholders.
o Ensure Tul Foundation uses data to plan for future evidence-based programming.
o Ensure close monitoring of the program works in the field to ensure alignment and contribution to country strategy, monitor flow of information and systemic documentation of quantitative and qualitative achievements in the field and lessons learned thereof.
o Ensure quality and timely submission of quarterly and annual or required Programm and Project
Performance Reports as per desired standards and guidelines.
Fund Raising and Donor Relationship Management
o Contribute to new business development efforts.
o Support the Country Director in developing and managing the relationship with donors.
o Contribute to the development of program ideas into quality grant proposals.
o Collaborate with team members to respond to potential funding opportunities in the country.
Community Engagement, Media Relations, and Partnership
o Develop, regularly review, and update community engagement procedures and tools to improve the efficiency and effectiveness of community engagement.
o Ensure relevant communities are consulted at the appropriate time in a project and receive follow-up information on the decision-making process and outcome.
o Build the capacity of local partners, including providing technical assistance to local partners on the development and implementation of effective advocacy strategies/initiatives.
Policy and Advocacy
o Monitor and track policies in the country that can influence Tul Foundation’ program; document and provide advice/ recommendations on critical developments to Leadership.
o Gather evidence to support the development of advocacy documents and presentations, including policy briefs and fact sheets for internal and external purposes.
o Ensure Tul’s program uses evidence to facilitate engagements with policymakers and influencers.
o Responsible for galvanizing support in holding the government accountable to women’s maternal rights commitments at national, regional, and international meetings

Communications Specialist

Job Summary

The Communication Specialist at Tul Foundation will be responsible for developing and implementing comprehensive communication strategies to raise awareness, promote advocacy, and amplify the impact of our maternal health programs in Nigeria. Your role is instrumental in crafting compelling narratives, managing media relations, and leveraging various communication channels to engage stakeholders and drive positive change in maternal healthcare.

• Bachelor’s degree in communications, Journalism, Public Relations, or a related field. A master’s degree is a
plus.
• Minimum of 3-5 years of experience in communications, preferably within the Tul Foundation or healthcare
sector.
• Exceptional writing and storytelling skills with the ability to tailor messages for different audiences and
platforms.
• Proficiency in digital marketing, social media management, and content creation tools.
• Strong understanding of media relations and demonstrated success in securing media coverage.

Leadership
o S/He will lead and coordinate the development of communication plans for the implementation of the country’s
strategic document.
o Manage the day-to-day functioning of the communication unit, including brand management, storytelling, social

Communications and Engagement
o Work with communication & media colleagues to develop and execute work including the provision of
communication and media materials.
o Build and maintain excellent relationships with relevant journalists, broadcasters, and commentators in the
local, national, and international media and widen interest in Tul Foundation’s work.
o Write copy as required for print and web outlets, in-house use, or use by third parties on behalf of Tul
Foundation.
o Work with individuals and departments throughout the organization to design and deliver internal
communication campaigns to engage staff in external initiatives and key organizational moments by coming up
with creative concepts and developing strategies, identifying relevant tools and channels, executing the
campaign, and promoting it.
o Monitor and evaluate communications and media coverage and make recommendations on future activity.

o Cultivate and maintain relationships with media outlets, journalists, and influencers to secure coverage and

o Prepare and distribute press kits, media briefs, and other materials to support media engagement.
Digital and Social Media Management
o Oversee the Tul Foundation’s digital presence, managing website content updates and social media platforms.
o Create engaging multimedia content (videos, infographics) for online dissemination to drive engagement and
awareness.
Stakeholder Engagement
o Collaborate with program managers and external partners to ensure communication strategies align with
programmatic goals.
o Engage with stakeholders including communities, donors, government agencies, and other Tul Foundations to

o Monitor media coverage and social media trends related to maternal health, providing insights and
